Observation

The allegation that the classroom was out of ratio and children were continued to be dropped off into the classroom is more than likely, valid because during the onsite interviews with teaching staff and the director, teaching staff and the director stated they were out of ratio on the day of the incident and teaching staff stated at one point, the preschool classroom licensed for 20 children, had 25 children. The allegation that the preschool classroom was out of ratio is more likely, valid because during the onsite inspection visit, teaching staff and the director stated they were over staffed and the teaching staff stated the preschool classroom had 2 teachers with 25 children.
